WHAT: Florida International University’s Latin American and Caribbean Center and College of Law present “Monitoring Human Rights: Obligations of the State”, a lecture by the Honorable Rafael Rivas Posada, chairman of the Office of the United Nations High Commission for Human Rights.
WHO: Ambassador Rafael Rivas Posada is the chairman of the Office of the United Nations High Commission for Human Rights. He has a master’s degree in Public Administration from the Institute of Social Studies, The Hague, The Netherlands and completed graduate studies on Comparative and Civil Law at the University of Paris. He earned a law degree from the Universidad Nacional in Bogota, Colombia and also holds a Ph.D in Political Science from Princeton University. He served as minister of education of Colombia and president of the prestigious Universidad de los Andes. He has also served as Special Representative of the Secretary General of the United Nations for the Study of Human Rights in Cuba, Paraguay, and Uruguay.
